A New Vision for Growth: New Jersey’s State Development and Redevelopment Plan Update

After more than two decades, New Jersey has formally adopted a revised State Development and Redevelopment Plan (SDRP) — the first comprehensive update since 2001. The update, approved by the New Jersey State Planning Commission on December 17, 2025, represents a major milestone in how the Garden State guides land use, infrastructure investment, housing development, environmental protection, and community planning across all levels of government.

At its core, the 2025 State Plan is a modern, coordinated framework designed to help state agencies, counties, and municipalities work more effectively together without overriding local planning authority. Rather than dictate land use decisions, it offers guiding principles and goals that encourage smarter, more equitable growth throughout New Jersey.

Some of the plan’s stated key goals include:

  • Promoting inclusive economic growth that benefits all New Jersey residents.
  • Ensuring an adequate supply of housing for people of all incomes and life stages.
  • Supporting infrastructure investment that enhances connectivity and opportunity.
  • Revitalizing underutilized developed areas and fostering equitable redevelopment.
  • Addressing climate change and environmental stewardship, including protecting water resources and natural ecosystems.
  • Promoting equitable planning practices to ensure communities thrive statewide.
